In 1851 the legislature authorized the governor and council to appoint a land commissioner to sell the public lands, and James Willey of Conway was appointed to that office. Thompson and Meserve's Purchase was sold by Commissioner Willey to Samuel W. Thompson of Conway and George P. Meserve of Jackson in 1855 for $500 and contained about 12,000 acres.
